UNC CHARLOTTE PERSONNEL INFORMATION MEMORANDUM PIM 6 PAY ADMINISTRATION - Holiday Premium Pay DATED: August 14, 2006 Category: Benefits Contact: Benefits Manager – ext. 2208. University Employees required to work on Holidays University employees subject to the State Personnel Act (SPA) who are required to work on holidays observed by the University are entitled to, in addition to regular salary, premium pay equal to one-half of their regular straight time hourly rate for such hours as are worked on these holidays. (NOTE: Hourly rate is equal to annual salary divided by 2080 hours.) Entitlement to holiday premium pay applies to all employees subject to the State Personnel Act (SPA) - this includes employees who are exempt from the wage and hour provisions of the Fair Labor Standards Act. It also includes temporary staff employees filing vacant permanent SPA positions as well as those paid from Non-student Temporary Employee Wage funds. In addition, "permanent" employees who are required to work on designated holidays are entitled to equal holiday time off (eight hours) at the convenience of the department/office. Exception: If the appropriate Department Chair or Director determines that the scheduling of equal holiday time off results in "extraordinary management inconvenience or overtime pay for job coverage', the eight-hour entitlement may be paid at straight time. Note: Temporary employees are not entitled to "paid state holidays" and therefore do not receive entitlement to "additional hours off". Holiday premium pay is in addition to any overtime compensation earned by the employee as a result of working more than 40 hours during the week in which work occurs. Advance Notice Advance notice in writing that an employee's services are required on the designated holiday should be submitted by the employee's immediate supervisor to the Financial Services' Payroll Section. After the holiday, the supervisor must send a follow-up certification memorandum indicating that employees who were scheduled for holiday work actually worked a specific number of hours on the designated holiday. |
