ACCOMMODATION - Individually Reserved Parking Space for the Disabled - Update

1.     General

a.     In anticipation of new construction on campus in accordance with the Master Plan, individually reserved accessible parking spaces will be provided upon written request only when:

                         i.    A member of the faculty or staff who is disabled is required to regularly come and go from campus as part of his or her job and frequently encounters difficulty in finding accessible parking which accommodates his or her disability; or,

                        ii.    The particulars of the disability of a member of the University community (faculty, staff or student) support the providing of an individually reserved space as an appropriate accommodation for the individual.

b.     For members of the faculty or staff to meet the first condition, it will be necessary for the member's supervisor to indicate in writing that the individual's job requires him or her to regularly leave and return to campus during the day. Further, the member will need to provide, as part of the written request, a statement describing the actual or anticipated difficulty in finding accessible parking which accommodates his or her disability.

c.     Members of the faculty or staff who request an individually reserved space as a necessary accommodation to be made available as a condition of employment will need to provide, as part of the written request, a statement briefly describing the particulars of their disability and the accommodation required. It will also be necessary to explain why the reserved accessible parking available in Lot 1 (near the new Fretwell Building), Lot 16A (near the McMillan Greenhouse), Level 3 of Deck A (near Cone University Center), and the disability spaces added to East Deck 2 does not meet the member's need for accommodation.

d.     Students who request an individually reserved space to be made available as a necessary accommodation will need to provide, as part of the written request, a statement briefly describing the particulars of their disability and the accommodation required. It will also be necessary to explain why the reserved accessible parking available in Lot 1 (near the new Fretwell Building), Lot 16A (near the McMillan Greenhouse), and Level 3 of Deck A (near Cone University Center), and the disability spaces added to East Deck 2 does not meet the student's need for accommodation.

2.     Procedures

a.     All requests for individually reserved accessible parking spaces for faculty and staff who are disabled are to be submitted in writing to the Director of Employee Relations and Compliance, located in the Human Resources Department (222 King Building).

b.     All requests for individually reserved accessible parking spaces for students who are disabled are to be submitted in writing to the Disability Services Coordinator, located in the Disability Services Office (230 Fretwell Building).

c.     Upon receipt of such requests, the following procedures are to be followed:

d.     Receipt of the request will be acknowledged in writing to the requestor by the Director of Employee Relations and Compliance in the case of faculty or staff, and by the Disability Services Coordinator in the case of students.

e.     The request of a member of the faculty or staff who is regularly required to come and go from campus as part of his or her job will be forwarded directly from the Director of Employee Relations and Compliance to the Vice Chancellor for Business Affairs for review and approval if adequately justified.

f.      The request of a member of the faculty or staff who is seeking a reserved accessible parking space as an accommodation to be provided as a condition of employment will be reviewed by the Director of Employee Relations and Compliance who, after appropriate consultation(s), will provide a written recommendation to the Vice Chancellor for Business Affairs for review and approval if adequately justified.

g.     The request of a student who is seeking a reserved accessible parking space as an accommodation will be reviewed the Disability Services Coordinator who, after appropriate consultation(s), will provide a written recommendation to the Vice Chancellor for Business Affairs for review and approval if adequately justified.

h.     The requestor, the Director of Employee Relations and Compliance or Disability Services Coordinator, and the Parking Services Manager will be notified in writing of the Vice Chancellor's decision.

i.       For approved requests, Parking Services will install a numbered sign with the UNC Charlotte logo in front of the space which will be reserved for the requestor.

j.       Approved requests for individually reserved accessible parking spaces for faculty, staff, and students who are disabled will be automatically renewed yearly, unless the individual's disability or requirement to regularly come and go from campus changes.
