LEAVE ADMINISTRATION - Advance Leave

1.     General Rule

Vacation and sick leave should be taken only after the leave has been earned. However, this does not preclude a reasonable degree of flexibility if particular circumstances warrant it. Supervisors are authorized to advance vacation and/or sick leave not to exceed the amount a requesting employee can earn during the remainder of the current calendar year.

2.     Leave Report

a.      A monthly leave report showing leave balance and accrual rates for all employees earning leave is distributed to all departments and offices by the Payroll Section of the Financial Services Office each month.

b.      Upon applying for leave, an employee becomes responsible for notifying the appropriate (approving) supervisor if insufficient vacant or sick leave has been earned to cover the requested absence. Supervisors should verify the availability of earned leave from the monthly leave report.

c.      If the employee has insufficient leave earned and the approving supervisor authorizes advance leave, an appropriate statement must be entered in the "Remarks:" section of the Application for Leave indicating approval to advance a specific number of leave hours.

3.     Special Consideration

If the employee requests more leave than has been earned and more than can be earned during the remainder of the current calendar year and the supervisor feels the circumstances warrant special consideration, the request may be forwarded to the Personnel Office together with the supervisor's recommendation for consideration as an exception to policy.
